How do I get on the list?

According to the LA Times, California will soon be the proud home to 500 electric Mini Coopers! Due to new California regulations auto makers will be required to sell a zero-emissions vehicles and this if this is BMW's offering, I'm sold! The electric Minis will only be available in silver with a bright yellow roof. How do I get some of that sunshine over my head?
